Chapter 33 requires a continuous frost-protected perimeter foundation under the main body of every new single-family home. No more than one-third of the finished first-floor area (excluding attached accessory, unfinished and unconditioned space) may rest on anything else, and pier foundation systems are not treated as continuous.
