Woodbury County Community & Economic Development (Zoning Director)

On unincorporated land, no building may be erected, enlarged or moved until the Zoning Director issues a building permit. The ordinance says farm structures are exempt from zoning and from permit fees but still require the permit. Land inside Sioux City goes to the city's own permit office.

Farm exemption test
The Zoning Director decides whether a use is a farm. Significant agricultural production counts; gardening, pets and hobby uses do not. A use of 20 acres or more that is not clearly nonfarming may be interpreted as a farm, and the operator's house on such a farm is treated as an exempt farm house.

On unincorporated land the county requires an approved building permit from its Zoning Director before construction starts, with a notarized application and a site plan showing the septic system, well and distances to lot lines.
